Section 232 Steel and Aluminum Tariff Update to Products of Mexico

Dear Valued Customer,

On July 10, 2024, President Joseph Biden issued two presidential proclamations directed towards imports of steel and aluminum products from Mexico including changes to the applicable duty rate of 25 percent or 10 percent, respectively, for products that have steel or aluminum from a third-party country as outlined.  

Steel products and derivatives must be melted or poured in North America to secure duty free treatment. Importers will be required to provide U.S. Customs and Border Protection (CBP) information necessary to identify where the steel used in the manufactured articles came from although guidance from CBP has yet to be issued.  

Aluminum products and derivatives that are a product of Mexico and contain primary aluminum for which the primary country of smelt, secondary country of smelt, or country of most recent cast, is China, Russia, Belarus, or Iran will be subject to the additional 10 percent duty rate, except for Russia, which is 200%. A certificate of analysis will be required to be exempt from the additional duty rate. 

The following tariff numbers should be filed with the entry, as applicable:

  • 9903.81.85 Steel articles of Mexico 25%
  • 9903.81.86 Derivative steel articles of Mexico 25%
  • 9903.85.71 Aluminum articles of Mexico 10%
  • 9903.85.72 Derivative aluminum articles of Mexico 10%
