Dear Valued Customer,

In advance of U.S. government announcements scheduled for today, April 2, 2025, these are updates to previously announced tariffs. Please watch for further advisories on our website as information becomes available.

Automobiles and parts

A Federal Register notice issued instructions for Section 232 tariffs on automobiles and parts.

Effective April 3, 2025, 25% duty will be applicable for imported automobiles. Importers of automobiles that qualify for preferential treatment under the U.S.-Mexico-Canada Free Trade Agreement may submit documentation to the U.S. Commerce Secretary to request that the tariff applies only to the non-U.S. content of the automobile. The Federal Register notice published a list of impacted tariff numbers in Annex I and the corresponding chapter 99 tariff numbers.

The 25% tariff for automobile parts will become effective at a future date once published in the Federal Register, but no later than May 3, 2025. The notice also states that Commerce must establish a process within 90 days to include additional automobile parts to the Section 232 list of tariffs at the request of a domestic producer. Annex I also published a list of impacted automobile parts that will require the additional 25% tariff.

Please see our earlier client advisory: U.S. Tariffs on Autos and parts Increase to 25% effective April 3

The formal notice is scheduled to be published in the Federal Register on April 3, 2025.

Beer and empty aluminum cans

The U.S. Department of Commerce (Commerce) issued a notice that beer cans and empty aluminum cans will be subject to Section 232 duties as aluminum derivatives, effective April 4, 2025. Empty aluminum cans (HTS 7612.90.10) will be added to the tariff list for 9903.85.07 (subdivision j) and imported beer (HTS 2203.00.00) will be added to the tariff list for 9903.85.08 (subdivision k).

The formal notice is scheduled to be published in the Federal Register on April 3, 2025.

Tariffs removed for aluminum

On April 1, 2025, U.S. Customs and Border Protection (CBP) announced that four tariffs had been inadvertently added to the Section 232 aluminum derivatives requiring 25% duties to be paid. A correction was made on March 27, 2025, no longer requiring Section 232 for HTS numbers 8519.99.8010, 8418.99.8015, 8418.99.8020 and 8418.99.8025. For impacted entries, CBP advised that a post-summary correction can be filed to obtain refunds for duties paid.
