DHS Expands High Priority Sectors for UFLPA

  • Effective Date: July 17, 2024
  • Affected Regions: North America
  • Advisory Type: Tariff

Dear Valued Customer,

On July 11, 2024, Cargo Systems Messaging Service (CSMS# 61339299) announced the issuance of the updated Uyghur Forced Labor Prevention Act (UFLPA) Strategy to Prevent the Importation of Goods Mined, Produced, or Manufactured with Forced Labor in the People’s Republic of China (PRC).

With the implementation of UFLPA on June 21, 2022, the second anniversary brings the identification of three new high priority sectors which are aluminum, polyvinyl chloride primarily used in vinyl flooring, and seafood.  The initial high priority sectors outlined by DHS that continue to be enforced are apparel, cotton products, polysilicon primarily used in solar panels and tomatoes.  On June 21, 2024, DHS issued a notice adding three companies to the entity list who align with these new high priority sectors. This brings the total number of PRC-based companies whose goods are restricted by UFLPA to 68.

The DHS fact sheet details the impact of forced labor enforcement efforts and highlights updates to the latest UFLPA strategy.
