On April 9, 2025, the United States announced a pause on country-specific reciprocal tariff rates, which ranged from 10 to 50%. However, each country, except China, Hong Kong and Macau, will still be subject to the 10% reciprocal tariff that went into effect on April 5, 2025.
China, Hong Kong and Macau will be subject to a 125% reciprocal tariff in addition to the 20% International Emergency Economic Powers Act (IEEPA) tariff implemented earlier this year, totalling 145%.
These tariffs are in addition to other applicable duties like Section 301, regular duties and taxes and anti-dumping and countervailing duties required for the specific commodity. This announcement came after China announced on April 9th that they will be increasing their reciprocal tariffs on U.S. goods to 84%.
The Executive Order also announced additional changes for de minimis and postal shipments. While shippers can still import under de minimis until May 2, duty rates increased from 90% to 120%. Postal shipments will also increase in the following sequence:
